Gov. Abbott dodges recapture question in Odessa

Gov. Greg Abbott brushed off a pair of questions about how multiple school districts in the Permian Basin are sending a combined hundreds of millions of dollars to Austin to be redistributed to poorer school districts across the state.

The school finance system is often referred to as “Robin Hood,” and since the 2013-14 school year, the state of Texas has “captured” more than $671 million from just Midland ISD. The annual payment has topped $137 million each of the last three years.

Other contributors include:  
  • Pecos-Barstow-Toyah ISD reported on its website that its $106,052,955 recapture payment made up 69 percent of total expenses.
  • Stanton ISD’s 2021-22 original budget calls for a recapture payment of $19,052,902, which is around 55 percent of local, state and federal funding.
  • Glasscock County ISD (Garden City) spends around 70 percent of its budget or $32 million on its state-mandated “equity transfer.”
